P.S.   Unfortunately for you,  xboard is not programmed in Basic.

A PGN reader would be a fairly challenging for many programmers.
To do it well, you have to be able to identify legal moves, and
that means you will have to have a solid move generator, which
I mentioned above.  You might as well also provide the ability
to write pgn which neccessitates the move generator.  But this
would be a fun project.  This could be your user interface if
you write a chess program too!
