Design goals of changes may be different or even conflicting, so while any proposed changes could certainly be sent to the author for inclusion in the original (which the author may or may not do) it is as good and legal (when complying to the GPL) to produce his owned derived work based on the published source code. Even when only a small number of code lines are modified or added. It is not passing it off as someone else's engine, at least the newest version of Toga shows both authors. The chosen name is irrelevant for copyright issues. For the community it was a good thing to happen, because indeed ideas (not verbatim code though) from Toga was re-integrated into Fruit, resulting in overall progress of freely available engines that otherwise would have been slower.
