No.  The Chess960 tournament is played in Mainz, and takes place
before the tournament in Reykjavík.  The two tournaments are very
different.

The WCCC in Reykjavík is the classic world computer chess
championship which we all know.  Organised by the ICGA, slow time
controls, programs choose their own openings, takes a lot of time
(a week or so?), expensive to participate in.  For economical reasons,
few amateurs participate.

The FRC championship is arranged for the first time this year, and
is an entirely different sort of tournament.  No relation to the ICGA,
fast time controls, only two days of playing, random opening
positions, economically attractive because the organisers pay
the hotel expenses for the participants.  Of the 19 participants,
only 2 (Shredder and Sjeng) are professional.
