I see no logic in swiss tournament here.
I am afraid that it is possible that programs will have no opponents before the
last round in that case unless the program that does the pairing care that it
will always be possible to complete the rounds when every program has 6 white
and 5 black or 5 white and 6 black.

I am not sure if it is easy to prove by brute force search that it is possible
but maybe 12 participants is a number that is small enough so it is possible to
check all possibilities of pairing of future rounds.

first thing is to care that everyone play everyone and later care about the
colours.

It is clear that every first round is OK and the problem is what is the first
round that we need to be careful not to have specific pairing.

I think that second round is too early to spoil the event and every possible
pairing can be completed when every program has 6 or 5 white games but it needs
to be proved.
