Hermanns evaluation gives a small negative score for a Queen on 3rd to 8th rank for every minor piece that is not developed. The problem might not be the Queen itself, but the bishops in the corner. They should count as developed, when there is no pawn blocking them. Unfortunately this code is broken and the bishops often get blocked in the corner, as they also did in Mainz :-( I fixed the bishop problem, but I need to take a closer look at the evaluation, if this is also fixed concerning the early moving queen.
