Ktulu 7 is possibly the closest you can get to that, as far as I can see: it
appears to be some >50 points weaker in Blitz than at long time controls. But it
is still in the order of 50, not 100.
Generally strengths in Blitz and at longer time controls correlate very well and
differences are for almost all engines below 30 ELO points, as long as an
increment in time control is used for Blitz (no 5 0 time controls).
