Whether something is in alpha, beta, release or whatever status is immaterial to
the licence, it applies nevertheless.
Sending a beta to a tester is a distibution. The key is that beta testers cannot
be _forced_ to redistribute further, although they do have the _right_ to
redistribute (under certain conditions, as determined by the GPL). Beta testers
also cannot be _hindered_ to redistribute. It follows that under the GPL it is
impossible to send "private" versions to a tester, the beta tester is always
free to put these "private" beta versions on his web page if he wants to ... It
may of course have been the last beta he has received.
A team of testers and authors can of course decide not to distribute outside
their group any test versions before a defined release, but this is solely based
on mutual agreement within this team.
