No.  Earlier WCCCs were won with perfect scores.  Deep Thought in 1989.  Fewer
rounds, but that really doesn't matter in a swiss where you have enough rounds
that the winner has to play the top programs...

We also had a perfect score at one of the ACM events.  I think 1984 but I am not
sure without my files handy...
