No, the problem is that time control is not very well tested.  Peter has asked
me to "parameterize" the time allocation code so that he can play games and
twiddle with time allocation to get it to behave better.

Remember that Crafty has "grown up" mainly on ICC, and there it doesn't usually
have extra time.  In fact, it usually ends up using more time than the opponent.
 But games are generally of the form game in N minutes + an increment of some
sort...

We'll get this tuned up as part of the 20.x development...
