If you want Windows to recognize more than 2 cpu's, you need to be sure you get
the right version of Windows. Yes, they have Windows editions that will
recognize a lot more cpu's but, they're server editions, and although they very
smartly are now working with 64 bit software as well as 32 bit stuff, they are
NOT cheap.

The notice that Eugene posted a url to had prices starting at $999, and up.

At those prices, I would have to seriously consider the Penguin alternative for
a multi-cpu box.
