My thoughts exactly.

CM10th Cell seems to be the strongest personality I've tested so far, and to try
and encourage Kurt along the lines you suggest, I started a 50 game match
between Cell and Toga, same books, time control etc as Kurt but a P4 instead of
Kurt's Athlon. Although my result may not have been directly comparable, it
would have given an indication. As it happens, I didn't let it run the entire 50
games as it became clear that against Toga CELL appeared to be performing no
better than, and possibly worse than CM10th default. This happens - for example,
although I have tested a group of personalities that are unarguably stronger
than default against a range of engines including Shredder, against Shredder
itself with one exception they give worse results.
I'm sure you could tune a CM10th personality to perform better than default
against Toga, but not sure how it would then perform against other engines
