There sure is a lot of "time" for programmers to prepare for 2 days event.I
don't know the logic behind not to attend.I'd rather have those programs
categorise under chess teaching software like chessmaster.

Don't say programmers don't have time to attend,you know programmers are doing
hobby or permanent job in computer chess.
either or these reason
Don't want to lose program's popularity
Tournament veanue is far
or
Don't have a decent hardware
Programs that don't play tournaments are called " retired chess coach"
