in other words..

on Sept 8 the winner placed a bid with a Max of 1150
no other bidder bid that high

why was his original bid not good enough to win and therefore his second
covering bid was invoked?

suppose the winner did not make a second covering bid..but only the first bid??

he still wins but at 1150 not 1152??
