I did first read this in a Kotov/Keres book, but you have to remember that this
book (and books based on this) is meant as an introduction to more advanced
chess. The strategy is very useful to use upto an certain level ( < 1500 ), I
know several players in the range (900-1200) that use this idea as a main
strategy when they play, try to castle opposite and run a pawnstorm. It is very
effective on this level.
One easy way to get into it is to play the exchange Queens gambit (cxd5 at some
point) to get up a Kalsbader structure, then you can varie your play with minory
attack in one game and queenside castle and pawnstorm in the next. (This idea is
explained in some of Roman Dzi... DVD's)

In more advanced books you will learn that this strategy is a thruth with
modification. Even in the Kalsbader structure there have been many new and
interesting ideas in the latest years.
