If I bought a program last year and you bought the same program now, don't you
want your version to include the authors latest work even if this is just a tiny
new feature?

You now if you have a one year old program, no one expect you to buy a new
version the next year.

Bugfixes is for fixing bugs, you would expect a program to work as described
when you bought it. New feature is for new versions else there will never be an
end.
