Depends on how much Stefan changes under the hood. Could be that the scale for
King Safety in Version 9 doesn't match the scale for Version 10, because the way
of calculating it has changed. A 62 for King Safety in 9 might not be a 62 in
10, but a 56 instead. Small change that could make a big difference.

Also, assuming Eccentric is stronger than Version 9 default, it means that
Stefan didn't spend time to achieve the strongest settings. He found "good
enough" settings that were better than the competition at the time and used
those. In contrast, the good doctor spent eight months developing his settings.

I also strongly doubt that 9 Eccentric would be as strong as 10 Default, but I
don't think it's impossible. I just think it's an empirical question.
