It may mean that finding the strongest setting is a hard question.

I do not think that there is a single top program that it is impossible to
improve by changing weights and I include all personalities of top programs in
this sentence.

It is clearly impossible if stefan decides not to release a version that is
weaker than 9 Essentric.
