1)You do not need to get a new key every time you change your PC
2)You may get a new key for free if you do not need it too often.

It is not defined but it is clear that using it in 3 computers are OK and I
think that it is also clear that if after 6 months you need a 4th key there will
be no problem with it.

Here is what is written in the support page about it:

Question: Do I need to ask for a new key every time I change my hardware?

Answer: No. Up to 4 changes on your current hardware are withoug effect (new
hard-disk, more RAM, new processor etc.). Also changing or reinstalling the
Operating system should not invalidate your key. If you change more then 4 times
something on your hardware please send us your new hardware fingerprint and we
will send you your new key.
