I have one, but it only runs on a Macintosh.
ExaChess (web site: http://www.exachess.com) will read in
a file of PGN games, and write them out in:

1) Coordinate notation
2) Long algebraic
3) Postal notation
4) Descriptive notation
5) PGN notatation
6) Standard algebraic notation
7) Compact algebraic notation
8) Informant algebraic notation
9) Chessbase .cbf file
10) NICbase file
11) Exachess file

The free version is limited to 256 games/file,
but I've read PGN files with more than 1,000,000 games in
the commercial version.
