IMO, 23. Qd2 was home preparation. The move 23. Be3 was already known from a
game Yan vs. Lin (China 1988, Informant 46/(464)) that continued 23. Be3 Qd8
24.Bxh6 Qf6! 25.Bxf8 Kxf8, and Black was better. Moreover, the whole line after
19. Nd4 is being discussed since nearly 2 decades. According to Chess Informant,
Anand played it vs. Kamsky in 1995 and vs. Beliavsky in 1998. When looking at
the available GM games, this Ruy Lopez line for Black has always been a struggle
for survival, and it seems to me that Anand's improvement 23. Qd2 will be the
coffin's nail for Black's defence.
