as i indicated , it has not been US/Fide rule sicne at least 1972.

From a google search, I discovered that some Candaian chess tournaments still
use that rule for schoolastic championshios etc.

I'm not sure if any other countries have that rule - but if Canada has it, I
would think some other countres would have it too.
