It's up to you to decide if it's suitable for you, price seems reasonnable to me
(but prices drop so fast for computers...)

an X2 3800+ is about equivalent to 2 x AMD64 2.0 Ghz 512KB L2 cache

You can use either 32 bits or 64 bits OS on this computer. But you need 64 bits
OS to run 64 bits applications.

Windows 64-bits software start to grow up, all drivers are not avaible yet, I
think.

But, if you use 64 bits Windows you need a 64 bits compilations of your
softwares to see improvements.
