In general, it is not possible to reliably detect a new game. It is of course rather easy for "normal" games, but also think of (multiple) take backs. Analysis "driven" by the GUI can be another issue (althoough this is handled better by ucianalysemode, now). An engine also might want to keep its own "database" of played games. ucinewgame at least gives the engine a convinient point to possibly do some more elaborate post game processing. It could be many things: maintaining the private database, doing some learning, freeing some resources, i.e. from dynamically loaded/memory mapped TBs, reinitializing some tables (which can be helpful for debugging), ...
