Alex Szabo found an interesting line that shows it is probably a draw.

Rb4 cxb4 a4 b5+ Kxb5 Ba3 c3 Re2! Kc4 f4 Kxd4 f5 exf5

Key position (after Re2 refutation):

I would not say that Rb4 is refuted, because it is the only move with winning
chances.  All others draw with certainty.
