If you will settle for 1.3 million, you can try here:

The files a.zip, b.zip, c.zip, d.zip, and e.zip contain the ECO classified files
for A00-A99, B00-B99, C00-C99, D00-D99, and E00-E99 respectively.  These files
are very large.  If you have a slow link (anything not satellite, really) you
might prefer to go to the directories a-openings, b-openings, ... e-openings and
collect the smaller sub-files individually.  Then if you drop connection, not
much work is lost.
