You should find answers to most of your questions in the "How to set the opening
book" section of the documentation file tcb.htm.

Anyway, there is no easy way to create a book for TCB from a collection of games
in PGN. TCB can understand a single game in PGN with variations and ? indicating
bad moves, if you have a way to create one. TCB also provides ways to create a
book from a .fbk (old Fritz book) format. Again, read the docs for details.
