It's no problem either if you:

- Don't use Cool'n Quiet CPU speed throttling (disabled power management)
- Always load both CPU's fully

It's only a problem if you have a *single-cpu* process on *one* CPU taking all
resources. Apparently Windows fails to throttle up the CPUs in that case.

I recommend just disabling power management, it fixes some other problems with
old games as well. Control Panel->Power Options->Power Schemes->Always On.
