Depends on the time control.  They are not quite as strong as the commercial
entries at some time controls and game positions.  However, with the 5 piece
tablebase files, Crafty will compete with anyone in endgame situations.  Also,
at very long time controls, Crafty is on par with the commercial entries (see,
for instance, last years Komputer Korner Kup 2).  Phalanx is nearly as strong as
Crafty.

For some statistics.  I understand also that SSDF may start testing some
Winboard programs.
