In the opening position 1.e4 and 1.d4 may be both best and lead to a draw against correct defence. Which move to choose is a question of playing style and not a question of what move is best. The same can happen in middle game positions when there is no winning move but there are 2 moves that lead to a draw against correct defence with different ideas and which move to choose is a question of playing style.
