Hiarcs 10 has been in the works for quite some time now and very few results have been reported that indicates whether it's strenght has been greatly improved or if we will just see the "usual" 50 elo increase, so nobody really know besides the author and the testers. Whenever i read such claims (made in the thread you mention) i write it off as someone who is a fan of Hiarcs and might be a bit fed up with all the attention the new top engine/s gets and wants to stir the pot out of frustration or just to provoke.
