I have been thinking about it and made some experiments, but so far it hasn't
worked well.  Reducing captures just seems too risky, but perhaps this is just
because I haven't found a sufficiently good definition of "bad captures" yet.
Just using the SEE values is definitely not enough.  I suspect that the chances
of success are best with some kind of futility-like condition.
