Subject: Where is the handicap?

Often I read in this forum that UCI engines are handicapped under ChessBase
GUI's due to bugs in the UCI adapter. Now I have played some games using
WinBoard engines under Fritz7 Special Edition. This requires two adapters, one
WB to UCI and one UCI-CB. Still task manager shows that all CPU power is given
to the engines. In what way are then they handicapped?
