Maybe because 16.Nb3 Rxc3 is clearly better for black relative to 15...Rxc3.

Why to play 15...Rxc3 immediatly when it is possible to play it in better
conditions after a mistake of the opponent?

After 15...Rxc3 16.bxc3 the advantage of black is very small
