I am not sure the position is drawn. After 1. Kf3 Kf1 2. Rh8 e1=N+ white is up
with a rook against knight. A simple tablebase probe can tell us if this
position is drawn or won for white. At any rate, 1. Kf3 gives practical chances
to win and should be considered a best move (I do not know where you got Re8).
