Nobody ever claimed NCO was a complete opening encyclopedia. It's a one-volume reference. ECO (2nd Edition) just gives these lines a footnote anyway. It's not an especially good setup. By playing it you've permanently weakened d4 and you're practically begging Black to play ...Nc6. Comparatively speaking, I still like the extra tempo gain of 1.e4 e5 2.c5 better ;-) (just kidding)
