Yes, the rating system tends to be self-correcting.

One puzzling thing that I've noticed on ICC is players who are outrating their
opponents by more than 400 points still end up gaining more than 1 rating point
for winning (!), despite the alleged k factor.

Normally, with the current k factor, the most you could expect to lose is 1
point if you're rated 400 points or more below your opponent.
What gives?
