hi steve,
take the adaptor apart.
one or more of the rectifier diodes probably shorted.
these can easely be tested with an ohm meter.
with red lead on anode,black lead on cathode there should be high resistance
=normal.reverse leads and the resistance should be low.
the shorted ones should be low both ways.
should be tested out of circuit.lift one lead from board.
there should be a three or four letter marking on them to identify them.
any standard power rectifieing diode should suffice.
if the capacitor is shorted the metal case will be puffed out and leaking
electrolitic.
if it is voltage regulated,the three or four pinned ic or power transister neads
replacing.
all parts should be marked and easaly replacable.
