If you allow it.
Such handling is and should be allowed in round robin tournaments.
You should clarify your policy. Do you play the programs "out of the box" or do
you change the settings manually? Once you claimed the first, what do you do
now?
Anyway a chess program should be developped to play the best chess and not
depending on the opponent.
