Subject: A fine line between Brilliance & Blunder

We have seen many games Posted on Both CCC & CTF
Thousands of Engine/Engine games have been run, tested, & results posted.
Many comments about Opening Books Pro & Con.
Many Opinions about Changing Settings from Default condition Pro & Con.
Weights, bonus points, prohibiting moves, forcing moves etc etc.
All interesting; but under Tournament time controls there is a Variable that
to my knowledge has never been addressed on either Forum.
It appears IMO to be a Key factor.
The Time Allocation Software.
For example, in a Game with a time control of 40 moves in 2 Hours,
each player has an average of 3 minutes per move.
Well, for a Computer running & evaluating 2,000,000 kN/s this should
be ample time, except for one thing.
What determines exactly 'when' the Computer knows when to make the move?
Blunders are the Rule, not the exception for both Humans & Computers.
Neither play the perfect game.
A few seconds in the life of a Computer can mean a difference in Depth of Search
by many, many Ply.
Could someone elaborate on the Time Software in more specific terms & explain
what and the Program is triggered to move?
