Jeremy Silman often talks about inbalances in a position and Fantasy postions in
his book "How to Reassess your Chess" I think you might want to take a look at
this book. Here I think you should start by thinking about fantasy positions.
Where would you like your pieces to be if you were given free moves. Then think
about how you can obtain this postion. That would be the start of making a plan.
