Hi Engin,
It is an ICC rating and it is true. Programs hit even the 3500
barrier at ICC since long in blitz (and perhaps bullet - not
in standard, as Humans diminish the comp ratings at longer
time controls).
Of course you cannot compare this rating to Elo for different reasons,
same applies for all chess server ratings.
