As far es I know, there will be a separated inexpensive C++ package.

I don't know, but I doubt on that.

No idea. I still do not use 64 Bit IDEs in Windows before I own a stable 64 Bit
Windows OS. Until then I soon will use the Borland C++ integrated in their new
Builder 2006 package including Delphi, C#, C++ etc.. It seems to be a fine IDE.
