Ferret uses a different format. Some engines use Bitbase files. These DO make an engine stronger. But many of them are small enough to make memory resident (or even compile into the code as tables). >4. all programms became the same standard tournament time control 2 h 40 moves I like this one, but nobody else will. If anything the time control will get faster and faster. The biggest problem with nice time control is that it limits the number of games that can be completed in a day. Under your conditions, I guess that only a few weak engines will join the contest. Everyone else would stay home.
