I won't bother to translate word-to-word, but the quote comes from that Roman
senator who apparently ended all his speeches in the senate by saying, "btw, I
think Carthage should be destroyed", which it eventually was. It is used today
to convey the message that you will not compromise or ignore what you consider
of primary importance, as far as I would explain it.
