Or take the case of the alcoholic chessplayer rated in the 1300's mainly due to
his high level of intoxication during his games.  This guy actually knows how to
play chess and understands the game very well.  However, he tends to overlook
pieces, and makes lots of mouse slips.. so his rating stays in the 1300s.

But every now and then, he plays sober. When this happens, his strength is
closer to 2000. He almost never makes a mouse slip... and plays like an expert.

What's the differnce between this and the 1800 guy who uses his 2400 computer
1/10 games?

Not much when you're the guy on the other end.
