What is needed is porting for either Hiarc 10 or Rybka.  Rybka especially seems
like it will play dramatically stronger than any engine with little CPU power
needed.  In my engine tests Rybka crushes heavily all comers at extremely fast
controls and always seems to have dramatically more time than its opponent even
on those extremely fast controls.  Thus it seems logical to think that it will
play very strong on reduced hardware such as the PPC platform.
