From my perspective, just losses are ok as long as the intent or "perceived intent" is not to flame or disparage a program or author. Otherwise it falls into the realm similiar to stalking , and that has been deemed as against the rules in the past and I would support action that limits people's intent to flame or disparage a program or author.
