I've never run into it myself, but it rather seems likely that the idea must be
c3-Nc2 and a possible d4. Being so early it is quite flexible of course. It
reminds me of the Bd3, with the d-pawn still on d2, which also is played with
the idea of c3-Bc2, etc.
