This is distortion of the truth.

one idea in Toga is used in fruit but Fabien could probably use it even without
Toga.

Using ideas is also not what you can call based on and by that logic Every
program that is not very weak is based on many programs.

somebody invented null move pruning.
This programmer also wrote hydra so you can claim that all programs that use
null move pruning are based on hydra.
