It all depends on what you want. There are quite a few for the Pocket PC. For
starters, and for free, I'd immediately get:

CEBoard - http://www.zanchetta.net/CEBoard/ with the engines Fruit 2.1, Toga
1.1, etc.
ThinkerMobile - which will not only give a strong PPC engine, but also a FICS
interface to play online http://www.geocities.com/thechessthinker/download.htm

And as to commerical software, there is the excellent:

Pocket Grandmaster - http://www.pocketgrandmaster.com/english/index.html which
also has Fruit, Toga and others.

And the best chess instruction can also be found for the PPC at Convekta
(http://www.convekta.com) where you can get Pocket CT-Art (tactics), Pocket
Strategy, and others. All top notch.

There are other programs of course, but those are some of the very best.
